Regression: [DevTools]Weird UI of downloaded entries is seen after reloading the page in device mode.

Chrome Version:55.0.2855.0 (Official Build) 1f84049641ac0f80af74361acd0ea0df338479c4-refs/heads/master@{#417475} (32/64 bit)
OS: Windows (7,8,8.1,10)

Steps:
1. Launch chrome, press Ctrl+J to open download page.
2. Save download page then open dev tools window, click on 'Toggle device icon'
3. Select iPhone 5,6,6plus,iPad device from device toolbar,reload the page and observe.

Actual: Weird UI of downloaded entries is seen after reloading the page.

Expected: UI of download entries should be seen properly after reloading the page.

This is a regression issue broken in M-55, will soon update bisect info. 

Good build: 55.0.2847.0
Bad build: 55.0.2851.0

Uhhhhh, this is a weird bug. polymer-css-build isn't meant to have any visible effects. Regardless, if it's something that requires devtools to reproduce, then it doesn't need to be RB-S.

This looks like an issue with device mode in Devtools. I think it's probably low priority, but it would be good to know if there's other pages where it reproduces.
