Multiple select in upload widget fails

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/52.0.2743.116 Safari/537.36

Steps to reproduce the problem:
1.In our case if select multiple files over 1000
2. File name like 3A92358C-B100-42A4-8990-E5F053DC9E55.xml + file path like C:\bla bla bla\ bla bla bla
3.The number of files received "input" element in the form depends on the file paths and different cases take different values, approximately 700 in our case. If you shorten the path of the file, the more respectively. If you lengthen the path of the file is smaller. Most likely there is a limitation as described in  Issue 44068  which is 32,767 characters.

What is the expected behavior?

What went wrong?
There is a limit on the number of characters in the element "input" that does not allow to load more than eg -1000 + files. In firefox no such limitation, and we can in our web app to upload any number of files. At the same time we do not want to recommend our customers use firefox.
