Regression: Cursor is not seen after changing writing direction of 'Add a new word' field at chrome://md-settings/editDictionary

Issue description

Chrome Version:55.0.2855.0 (Official Build) 1f84049641ac0f80af74361acd0ea0df338479c4-refs/heads/master@{#417475} (32/64 bit)
OS: Windows (7,8,8.1,10)

Steps:
1. Launch Chrome and navigate to chrome://md-settings/editDictionary
2. Change the writing direction of 'Add a new word' field to 'Right to Left' and observe.

Actual: Cursor is not seen after changing writing direction of 'Add a new word' field to 'Right to Left'.

Expected: Cursor should be seen after changing writing direction of 'Add a new word' field to 'Right to Left'.

This is a regression issue broken in M-55, will soon update bisect info. 

Good build: 55.0.2851.0
Bad build: 55.0.2853.0
