Middle-click copy-paste does not work anymore.

Issue description

Version: Version 54.0.2816.0 beta (64-bit)
OS: Linux

What steps will reproduce the problem?
(1) Open chrome://help/
(2) Select the Version number with the mouse
(3) Move the mouse into the address bar and press the middle mouse button

What is the expected output?
The address bar should now contain the text that was selected in (2)

What do you see instead?
The text that I copied previously with ctrl+c got pasted into the address bar.

Middle-click copy-paste still worked properly in Version 53.0.2785.101 (64-bit).

It's also broken in 54.0.2810.2 dev (64-bit). 

What still works are:

1. "Middle-button-select to copy from a non-Chrome application and middle-butto-click to paste into Chrome"

2. "Middle-button-select in the omnibox to copy and middle-button-click to paste into Chrome or non-Chrome". 

So, what's broken is 'copying from the content window with middle-button-select'

I believe this is rather serious (for Linux users) and should block stable release.
