Readd webrtc_perf_tests to trybots

Issue description

Once we've got Swarming deployed, we should re-enable webrtc_perf_tests on the bots. The lack of trybot coverage for it has broken the tree several times.

It was removed a while back since it shouldn't contain any correctness tests, just performance measurements. However that doesn't prevent it from breaking.

This bug covers both desktop and Android.
 
What is this about?
We don't have coverage for webrtc_perf_tests on trybots. It was removed from both the 'baremetal' trybots and the Android trybots since it was slowing down CQ so much and rarely caught errors. However, sometimes there was a breakage and in those cases it's very annoying that it wasn't caught on trybots.

Now that we have the resources, we should readd it on Android at least. Once we've swarmed our baremetal (called 'large tests' in client.webrtc) machines as well, we can readd it to Win, Mac and Linux as well.
