Text in Secure bubble under the Permissions section is messed up.

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2853.0 Safari/537.36 Steps to reproduce the problem: 1. Go to a Secure site such as facebook.com. 2. Open the Secure bubble by clicking on the text that says "Secure" in the omnibar. 3. Look at the weird text under the "Permissions" section. What is the expected behavior? Text is supposed to display properly. What went wrong? The text in the Secure bubble is all messed up. Specifically, under Permissions, the text is all bolded and has multiple layers of the same text. I have attached a screenshot. Did this work before? Yes Last Chrome Dev v54 release on Windows.
