Feature request: re-order user profiles in "People" menu

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.101 Safari/537.36

Steps to reproduce the problem:
1. Click on People menu
2.

What is the expected behavior?
When using multiple profiles in Chrome, one would expect the profiles to be in the order of "people" added, or at least to conform to an order visible in the /Library file where profiles are kept. 

What went wrong?
In Settings, you can rename "people" and change avatars, but can't change the order in which profiles appear in the menu. This would be very helpful for those of us who switch between multiple Chrome profiles all the time and would like to sort the most frequently used to the top.

I believe this ordering is shared with the user switcher, and the user switcher is the logical place to surface any ability to change it, rather than adding Mac-specific UI to this menu.

Assigning this to anthonyvd@ for multiprofile UI.

The list of profiles is being removed from settings eventually. As mentioned in #2, the user manager is the logical place for person management (including order of profiles). This ordering would then be reflected in the user manager, the "People" OS-level menu on Mac, and the new user menu UI (which will allow for quickly switching between profiles).

However, I'm not sure whether the additional UI and code complexity of adding the ability to re-order profiles is worth the benefit. +cleer@ and bettes@ - what do you think? Is re-ordering a commonly supported paradigm in MD (in a way that it would be easy to add to the new user manager UI)?

Re-ordering isn't very common in the MD paradigms that Chrome uses at the moment. Short answer is that it's not "easy." There are examples of re-ordering on the web that utilize Polymer-type libraries, but I think that the feature-request would need to comply with ChromeOS UX before we consider altering the User Manager.

I'm going to mark this as WontFix for now. I don't see a compelling enough reason to add the extra UX/code complexity to support re-ordering to justify adding the feature.

We can always revisit later.
