Remove kernel HWTests from toolchain waterfall LLVM builders.

Issue description

Since the kernel is not built with LLVM, there is no need to run the kernel HWTests on the LLVM toolchain builders.

[toolchain builders] Remove kernel tests from llvm builders.

Since the kernel is not being built with LLVM, there is no need
to run the kernel HWTests on the LLVM buildbots.  This removes them.
Also creates a minimal set of tests for use on some boards.

TEST=ran ./run_tests successfully.
