Feature Request: Status Update Dashboard

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/52.0.2743.116 Safari/537.36

Steps to reproduce the problem:
1. Need Status Dashboard for Chromebook Issues

What is the expected behavior?
With the outage this morning 9/8/2016, I think it's imperative that there be a status update page created. We had all of our schools we manage go down and we did not have any way to update them about what was going on aside from waiting on the phone with Google Support. By the time we got through, the issue had already been resolved.
