ChromeVox panel stops working after logging in |

Issue descriptionRun Chrome on Linux with --login-manager, enable ChromeVox with Ctrl+Alt+Z, then sign into an account. The ChromeVox Panel doesn't function anymore. If you turn it off and on again it works fine.
