NTP omnibox not properly focused after signing in a secondary user

Issue description

Version: 54.0.2840.13
OS: Chrome/8743.11.0

This is annoying because it prevents me from typing in the omnibox without having to click or tab out and back in first.

Sign out all users, then:

1. Sign in a primary user
2. System menu => (your user name) => Add user
3. Enter password for secondary user and hit Enter
4. Wait for new session to open, which will show the NTP with the omnibox focused.
5. Type in the omnibox -- typing normally works.
6. Press a shortcut key like Ctrl-A or Ctrl-L.

Expected: Shortcut key works (e.g., omnibox text is highlighted)
Actual: Nothing happens

A second problem is similar, but typing doesn't work at all: 

1-4. Same as above.
5. Ctrl+Alt+. to switch to primary user.
6. Ctrl+Alt+. to switch back to secondary user.
7. Type in the omnibox.

Expected: Typing enters text in the omnibox
Actual: Nothing happens, even though omnibox is selected

Michael, can you still repro? Reopen plz, if so.
