Ensure "Enable Touch Events" flag only controls whether touch events are enabled.

Issue description

The "Enable Touch Events" flag currently control more than just whether touch events are enabled. We should still be able to scroll and use pointer events with this flag off.

We should:
• Look through all mentions of the flag, updating the documentation to  
  indicate that this only controls whether touch events are fired.
• File a bug for each case where this flag is used when it shouldn't be.
