Roll HarfBuzz to 1.3.1

1.3.1 now contains three local fixes we applied:
* Do not reconfigure the cascade list on 10.9.5
* Do reconfigure the cascade list on 10.9.5 for the Emoji font
* Blacklist Padauk GDEF
