Non Regression: Focus ring on three dot menu is not center aligned in profiles page.

Version: 55.0.2852.0/8780.0.0 dev-channel falco,wolf and paine.
OS: Chrome OS

What steps will reproduce the problem?
(1)Sign in to user>> Sign out>>In Profiles page hit tab button until focus is seen on 3 dot menu>>Observe focus ring alignment on 3 dot menu.

Expected:Focus ring on 3 dot menu should be center aligned.
Actual: Instead focus is not center aligned.

This is Non Regression issue as it is seen from M47 chrome version 47.0.2526.46/7520.33.0 beta channel daisy.

This does not appear to be a regression caused by MD CrOS changes. Punting to M57.
