Regression : Unwanted blink of database icon is seen on expand & collapse in cookies overlay.

Chrome Version : 55.0.2853.0 (Official Build) 1f38554c02bb4e0c9de35a53ce617931d0c3da08-refs/heads/master@{#416812} (64-bit)
OS: Mac(10.10.5)(10.11.5)

What steps will reproduce the problem?
1. Launch chrome, navigate to www.google.com, click on ‘View site info’ icon and select ‘Cookies’.
2. Expand the second cookie entry and then expand ‘Local storage’ and ‘Session storage’ folders.
3. Observe the tiny blue database icons. 

Actual : Unwanted blink of database icon is seen on expand & collapse.
Expected : The icon should not blink on expand & collapse.

This is a regression issue broken in ‘M-46’, below is the Manual Regression and Narrow Bisect info. 
Good build: 46.0.2479.0
Bad build: 46.0.2480.0

My MD changes didn't go further than the top chrome. More likely within the bisect is our switch to the 10.10 SDK.

spqchan@ - would you take a look at this at some point? Seems like the icon is getting clipped during the animation but then redrawn fully at the end. It may be a matter of making the rows taller.

I think this is still happening? It seems that the icons are taller than their rows, and so are clipped except at the end of the animation. Notice that the cookie icon has the same problem.
