Regression: In Other bookmarks folder, spacing issue is seen on dragging any bookmark.

Version: 55.0.2853.0 (Official Build) 1f38554c02bb4e0c9de35a53ce617931d0c3da08-refs/heads/master@{#416812} (64-bit)
OS: Mac (10.10.5, 10.11.4)

What steps will reproduce the problem?
1) Launch chrome, go to chrome://settings and bookmark the page and add it to ‘Other Bookmarks’ folder.
2) Now go to NTP and bookmark it.
3) In Bookmarks bar click on ‘Other Bookmarks’ folder and change the position of the bookmark by dragging.
4) Observe the spacing between the bookmark and Other bookmarks overlay.

Spacing issue is seen between bookmark and Other bookmarks overlay on dragging the bookmark.

Spacing issue should not be seen between bookmark and Other bookmarks overlay on dragging the bookmark.

This is a Regression issue broken in M-54, below is the bisect info

Hello spqchan@: I still can reproduce it in Chrome Version 64.0.3264.0 on macOS 10.12.6.

Updates:
Rechecked the above issue on Mac (10.13.1, 10.13.6, 10.14.2) OS using latest Canary build #72.0.3609.3 and the issue not reproducible.
Proper space is seen for bookmark items under'Other bookmark' option.
