Regression: chrome://md-settings Profile and Sync details are seen missing when reloading the page in emulated view.

Issue description

Version: 55.0.2852.0/8780.0.0 (Official Build) dev-channel falco,wolf and paine
OS: Chrome-OS

What steps will reproduce the problem?
(1)Launch chrome>>Navigate to chrome://md-settings page>>Open devtools using Ctrl+Shift+I and emulate>>Now reload the page and Observe profile id, profile pic and sync details in people section.(Please refer video)

Expected:Profile and sync details should be displayed on reloading the page.
Actual:Instead profile and sync details are seen missing.

This is Regression issue as it is not seen in 53.0.2785.100/8530.80.0 stable channel quawks.

Note: This issue is not seen in Linux and Windows.

Able to reproduce the issue on Falco using dev # 55.0.2852.0/8781.0.0.
Added ReleaseBlock-Stable as its a recent regression, please modify if its not appropriate.

I'm not yet ready to call this a devtools emulation bug, but maybe you can help tell me if it is.

not sure, don't really care as this code will likely never run on mobile (at least not currently planned)
