What steps will reproduce the problem?
(1)In EULA screen Select the Checkbox at optional and Now click on Learn More Link
(2)Now close Help page and observe checkbox is unchecked

Expected: Checkbox should not get unchecked on clicking 'Learn More' Link
Actual: Instead Checkbox is seen unchecked 

This is a Regression issue as same is working fine in 53.0.2785.100/8530.80.0 Quawks.
Issue not applicable to Linux and windows
