Regression: Chrome logo is missing after navigating from EULA screen

What steps will reproduce the problem?
(1) Click continue on OOBE screen >> Now continue on EULA screen and observe for chrome logo

Expected: Chrome logo on top should be seen in "Chrome Updates automatically to freshest version screen" 
Actual: Instead chrome logo is seen missing.

This is a regression issue as same is working fine in 53.0.2785.100/8530.80.0 peppy.

Issue is seen with New material design OOBE. Hence assigning to @alemate.

@alemate: Please confirm the behavior.

Able to reproduce the issue on Peppy and Daisy using dev # 55.0.2852.0/8780.0.0.
