Regression : Hand pointer is seen while scrolling the "Language" Drop down in OOBE Screen

Platform : 8780.0.0 (Official Build) dev-channel Falco,Wolf,Paine

What steps will reproduce the problem?
(1) Recover build -> In OOBE screen Click on "Language" Drop down
(2)Now move the scroll bar and observe Hand pointer (Please refer Screenshot)

Expected:  Arrow Pointer should be seen while scrolling
Actual: Instead Hand pointer is seen while scrolling the "Language" Drop down

This is a Regression issue as same is working fine in 53.0.2785.100/8530.80.0 Quawks.
Issue not applicable to Linux and windows

Issue is reproducible on  55.0.2852.0/8780.0.0 (Official Build) dev-channel daisy and peppy.
