bluetooth: Chooser doesn't allow scanning anymore

Issue description

Version: 53.0.2785.101	
OS: Mac

What steps will reproduce the problem?
I can't reproduce it sadly but it happens only after I've triggered at least one scan...

What is the expected output?
Bluetooth chooser should allow me to start scanning each time I invoke navigator.bluetooth.requestDevice from a web page

What do you see instead?
Bluetooth chooser is "stuck" in a state where I can only press [Connect] and [Cancel] buttons.

Note that this persists across browser restart...
Status: WontFix (was: Assigned)
I've been confused about not having status ("Scanning for devices..." text) in Chrome Stable and didn't realize beacon would show up after a long time sometimes.

I am marking this bug as WontFix as it is a UX issue that has been fixed in Canary.
