Support VP9 hardware video decoding

Issue description

Once KabyLake Intel processors become available in Macs. Presumably this will done through the Video Decode Acceleration Framework.

Did this ever get a radar bug filed? I know Dan asked someone to do this recently on chromium-dev@; we should ask them to fill out an openradar with their details if possible.
