Currently, we have custom builders on the following waterfall to upload ARC container crash symbols for all Android builds on a fixed set of branches that need to be updated for each new release branch.

A generally cleaner and more self-maintaining approach would be to move this process into the Android PFQ. That way we only upload symbols for Android builds we care about, we see failures when they happen, and we auto-adjust for new release branches as they happen.

The odd (and minimally maintained) symbols builds can then go away.
