GBWB doesn't detect -webkit-user-modify: read-write-plaintext-only

The extension should also look for 
-webkit-user-modify: read-write-plaintext-only

and any other applicable values.

It turns out it was erroneously looking at webkit-user-select instead of -modify, too.

Status: Fixed (was: Assigned)

Committed patchset #2 (id:20001) manually as
6f469617da17dabf26b93c44a0457a6ca5c5f57d (presubmit successful).
