Observed the same issue ONCE on setzer in ChromeOS 8530.81.0, 53.0.2785.103 too . Possible steps causing it: - run 'powerd_dbus_suspend' - unplug/replug external peripherals & external monitor - resume - notice that up arrow key does not work on crosh running 'powerd_dbus_suspend' - open a new tab - new tab spinning, anything else does not work, only VT2 works. - No kernel warning on setzer. Unable to reproduce it after rebooting the device. Notice both setzer and link were in low battery power status. setzer log&screenshot: https://pantheon.corp.google.com/storage/browser/chromiumos-test-logs/bugfiles/cr/644876/

Hmm, maybe a problem with renderers not getting unfrozen?
