Issue description

Need a new refresh token for bots that needs to patch in changesets from internal rietveld.

The refresh token should resemble the recipe-roller file here:
https://chrome-internal.googlesource.com/infra/puppet/+/master/puppetm/opt/puppet/conf/nodes.yaml#1102

Should just be a new account, like internal-trybot@chromium.org or something, made the same way as recipe-roller@chromium.org.

Can someone create a new @chromium.org account?  I don't believe I have the power to.
I assigned it to you because I heard rumors that you had @chromium.org account powers, if that's not true please kick it back and i'll find someone else.

Sorry I was wrong.  It's still trivial, but I'll do it since theres no doc on it.
Where do you want the token deployed?
This is for all bot on: master.internal.chromium.protector.tryserver

Actually it should just go on all internal trybots (or just all internal bots).
