"fi" ligature is scaled differently from "f" letter

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.89 Safari/537.36

Steps to reproduce the problem:
1. Open example file
2. Zoom in/out

What is the expected behavior?
In the word official, both letters "f" are same size.

What went wrong?
The letter "f" in the "fi" ligature can be smaller/larger than the standalone letter "f", depending on the zoom level.

Does it occur on multiple sites: N/A

Is it a problem with a plugin? N/A 

Did this work before? N/A 

Does this work in other browsers? N/A 

Chrome version: 53.0.2785.89  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 22.0 r0

Same in current Canary (Chrome 55.0.2853.0)

On my screen, the problem disappears for zoom levels >=250%.

In MS Edge, the "f" scales funnily, too, but does so consistently for "f" and "fi".

Status: WontFix (was: Unconfirmed)
This is a problem with the ligature in the web font SpiegelSansWeb. Please file a bug with the author of the font.
