Remove ADM templates from policy template generation |

Issue descriptionSince Vista, Windows uses ADMX templates for policy. The old ADM format is deprecated. We're still generating both, though. Since we dropped XP support, ADM files should no longer be generated. The policy_templates build target generates ADM, ADMX and ADML files from policy_templates.json, see components/policy/resources/policy_templates.grd and policy_templates.gni. Remove ADM from these files.

Hey Matt, David suggested that I add you to this conversation. Should we still generate ADM templates along with ADMX/ADML? The question boils down to "are there still people on Windows XP using Chrome and ADM templates to set policy"? Thiemo suggested that, since we don't offer a download of Chrome for XP anymore, we might also remove download of ADM templates, but I want to make sure that there's no use case anymore.

I think we should stop generating them, but keep the last generated download up. There's very little cost to us in keeping the last download up, I don't see why it would bother anyone. And it would be of immense help for an XP admin who is trying to get things working but is missing an ADM template for one reason or the other. Note that even though we don't offer a Chrome XP download anymore, many other sites still do. I doubt those sites still offer ADM template support.

Afaiu, it's a single tarball, thus we cannot (easily) keep an old ADM version while continue updating the ADMX/L files.

If we were to make a change like this we would need to give several months notice. Since it sounds like it is not an easy task, so lets continue to offer ADM templates for the time being and re-visit next year.
