Regression : Focus is seen Missing on 'More options' on Clicking Back Navigation Arrow

Issue description

Version: 55.0.2853.0
OS: Ubuntu 14.04,Windows

What steps will reproduce the problem?
(1)Launch chrome -> Click on Avatar Icon -> Now click on 'Sign in to chrome' Button
(2)Now Sign in Page is seen -> Click on 'More options' -> Now observe Focus -> Click on Back Arrow 
(3)Now again click on 'More options'  and observe for focus

Expected: Focus should be seen on 'More options'  on Clicking Back Navigation Arrow
Actual: Instead Focus is seen Missing on 'More options'

This is Regression Issue broken in M-55

This is working fine on Mac OS 10.11.6, chrome version: 55.0.2853.0.

nasko@: Could you please take a look and confirm if this surfaced due to 'Enable Site Isolation' enabled in https://codereview.chromium.org/2285883002.


Status: WontFix (was: Assigned)
Tested this issue on Ubuntu 14.04 using chrome latest Dev M55-55.0.2883.25 and M56-56.0.2899.0 by following steps mentioned in the original comment. Observed the focus is seen as expected on clicking "More options".

Marking it as wont fix for now, please feel free to reopen or raise a new issue if you come across the similar one on latest chrome version.
