Regression: Blank screen is seen on exiting from fullscreen in hangouts video call

Version: 53.0.2785.100/8530.80.0 (Official Build) stable-channel samus,falco,gnawty,quawks
OS: Chrome os

What steps will reproduce the problem?
(1) Start hangouts call >> Enter fullscreen from 3 dot menu >> Exit fullscreen >> Click on "You" video on bottom and observe for video

Expected: On clicking You video should be able to see our video on screen.
Actual: Instead blank screen is seen .

This is a regression issue as same is working fine in 48.0.2564.81/7647.65.0 beta channel peppy.

Issue is also seen in latest 55.0.2852.0/8778.0.0 dev peppy,

Able to reproduce the issue on Gnawty using chrome version 53.0.2785.100/8530.80.0

Issue is seen in 52.0.2743.85/8350.60.0 stable channel daisy too.

Not adding the blocker label as the issue is seen on M52 as well.Please feel free to add if required.

Issue is also seen on latest Build 55.0.2878.0/8860.0.0 dev channel Daisy.
And even chat also not working after exiting full screen.

bokan@ - This issue is reproducible on Windows and Linux using chrome latest Dev #55.0.2882.0. Could you please take a look in to this issue?
