Flash player: "Couldn't load plugin"

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2853.0 Safari/537.36

Steps to reproduce the problem:
1. Try to run flash.

What is the expected behavior?

What went wrong?
[34159:1295:0907/080526:ERROR:ppapi_thread.cc(301)] Failed to load Pepper module from /private/tmp/asdfasdf/PepperFlash/23.0.0.162/PepperFlashPlayer.plugin (error: dlopen(/private/tmp/asdfasdf/PepperFlash/23.0.0.162/PepperFlashPlayer.plugin, 1): image not found)

Did this work before? Yes 

Chrome version: 55.0.2853.0  Channel: canary
OS Version: OS X 10.11.6
Flash Version: Shockwave Flash 23.0 r0

That directory contains a file named "PepperFlashPlayer", and if I symlink it to "PepperFlashPlayer.plugin" it will load.

Same issue with Chrome Mac 53.0.2785.89 beta (64-bit). Resolve by running the following shell command and restarting Chrome:

ln -s PepperFlashPlayer ~/Library/Application\ Support/Google/Chrome/PepperFlash/*/PepperFlashPlayer.plugin

Given that it's independent of the chrome version this is most certainly a dupe of  Issue 644603.
