The default resolution is 1536x864, not the best 1920x1080 in FHD panel.

Steps to reproduce the problem:
1. Install R53, R54 or R55 image in Chromebook with FHD panel SKU.
2. Check default resolution.
3. 

What is the expected behavior?
The default resolution should be the Best 1920x1080 in FHD panel.

What went wrong?
The default resolution is 1536x864, not the Best resolution.

Did this work before? Yes R52 image is Best resolution.

Chrome version: 53.0.2785.96  Channel: stable
OS Version: 53.0.2785.96
Flash Version: Shockwave Flash 22.0 r0

Issue can reproduce in 2 platforms with FHD panel.

R52 image is Best resolution as default.
R53, R54, R55 image is not the best resolution.

Status: WontFix (was: Unconfirmed)
This is intended.  The panel is actually being driven at the full resolution, but UI elements are scaled to 1.25x giving an effective scale of 1536x864.

Users on 13inch FHD displays were complaining about the resulting small size of content

The UI around this is confusing. There are open issues around making this more clear.
