Regression: Weird focus ring is seen in EULA screen

Platform: 8778.0.0 dev
Devices : Peppy,Blaze,Daisy
OS      : Chrome OS

What steps will reproduce the problem?
(1) In EULA screen hit tab and observe focus ring on System security setting link

Expected: Focus ring should be proper
Actual: Weird focus ring is seen

This is a regression issue as same is working fine in 54.0.2840.13/8743.11.0 dev channel quawks. 

Issue not applicable to Linux and windows
