Issue descriptionChrome Version : 55.0.2853.0 (Official Build) 1f38554c02bb4e0c9de35a53ce617931d0c3da08-refs/heads/master@{#416812} (64-bit) OS: Mac(10.10.5, 10.11.5), Windows(7,8,10), Linux(Ubuntu 14.04 LTS) What steps will reproduce the problem? 1. Launch chrome, navigate to chrome://md-settings and go to ‘On startup’ section. 2. Click on ‘Open specific page or..’ radio button and add two pages using ‘Add a new page’ button. 3. Click on first page seen in the list and press Up/Down arrow keys 2-3 times, observe. Actual : Unnecessarily page gets scrolled up on pressing Up arrow key even when the focus is on ‘On startup’ page list. Expected : The page should not get scrolled up on pressing Up arrow key when the focus is on ‘On startup’ page list. This is a non-regression issue seen from M-54 (build 54.0.2833.0) as in previous builds user were unable to select ‘On startup’ pages from list.
