Regression: Dropdown menu doesn't close on hitting tab in OOBE screen

Version : 55.0.2852.0 
Platform: 8778.0.0 dev
Devices : Peppy,Blaze,Daisy
OS      : Chrome OS

What steps will reproduce the problem?
(1) Recover build >> In OOBE screen select English(United States) >> Now open any dropdown >> Hit tab and observe

Expected: Dropdown menu should close on any other input stroke
Actual: Instead dropdown doesn't close but focus traverse to next field.

This is a regression issue as same is working fine in 54.0.2840.13/8743.11.0 dev channel quawks. 

Issue not applicable to Linux and windows
