Regression: Focus doesn't traverse to Language and Accessibility sections in OOBE screen

Devices : Peppy,Blaze,Daisy
OS      : Chrome OS

What steps will reproduce the problem?
(1) Recover build >> In OOBE screen hit tab to traverse to either English(United States) or Accessibility section and observe

Expected: Should be able to go to either sections using keyboard.
Actual: Instead unable to navigate to them.

This is a regression issue as same is working fine in 54.0.2840.13/8743.11.0 dev channel quawks. 

Issue not applicable to Linux and windows
