SVG not rendering in chrome - windows Japanese version

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/52.0.2743.116 Safari/537.36

Example URL:

Steps to reproduce the problem:
1. Open the attached SVG file in chrome.

What is the expected behavior?
Proper rendering of SVG files.

What went wrong?
A distorted view of SVG file. Fonts are not readable.

Does it occur on multiple sites: N/A

Is it a problem with a plugin? N/A 

Did this work before? N/A 

Does this work in other browsers? N/A 

Chrome version: 52.0.2743.116  Channel: n/a
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 22.0 r0

Please note the following points:
1. This SVG perfectly rendering in when OS is Windows -ENGLISH version.
2. My problem is it is not rendering When OS is Windows Japanese Version.
3. IE & Firefox is rendering excellent in both OS versions.
4. SVG.svg is the sample file to render.
5. svg_test.zip is the screenshot of different browsers.

I suspect that this is more of a (default) font issue (like issue 36429) than an SVG issue.

It'd be interesting to hear if zooming in makes the text rendering "work" - try appending something like #svgView(viewBox(832,256,64,64)) to the file when loading it for example (i.e enter "file:///path/to/SVG.svg#svgView(viewBox(832,256,64,64))" into the URL field.)
Yes zooming(#svgView(viewBox(832,256,64,64))) it works, fonts are proper.
So can you please let me know if there a solution for same?

You could try lowering the "minimum font size" limit. I see some effects even on an English locale (and even more so if I set text-rendering=geometricPrecision on the document root, so I'm assuming our "don't apply minimum font size to SVG" hack might've been broken...)

This certainly seems like a duplicate of 36429, and it seems we should fix it. There's been recent comments on that bug too.

Waiting on feedback on whether changing the minimim font size limit makes any difference.

I tried to reduce the font to the minimum and open the SVG. But no change. PFA.
