Regression: Background grey highlight is not seen for Avatar icon.

Issue descriptionChrome Version: 55.0.2852.0 Revision caa9926b73d5c11bc5952e64862c065c127b5e30-refs/heads/master@{#416613} OS: Mac(10.10.5, 10.11.4), Retina(10.11.5) What steps will reproduce the problem? (1) Launch chrome and observe the profile/ avatar icon. Actual: Avatar icon is not seen properly i.e. background grey highlight is not seen for icon. Expected: Background grey highlight should seen for avatar icon. This is a regression issue, broken in 'M-55', below is bisect info: Good Build: 55.0.2847.0 Bad Build: 55.0.2851.0 Narrow Bisect: https://chromium.googlesource.com/chromium/src/+log/d3918359f90c7ee09278bb7e11287ee2aabb1b81..c7eb73acf26f4e00ad724d8d2efde5dc63c07e66?pretty=fuller&n=100 Suspecting: r416370 Note: Issue is not seen on Windows and Linux OS.
