Regression: Background grey highlight is not seen for Avatar icon.

OS: Mac(10.10.5, 10.11.4), Retina(10.11.5)

What steps will reproduce the problem?
(1) Launch chrome and observe the profile/ avatar icon.

Actual: Avatar icon is not seen properly i.e. background grey highlight is not seen for icon.

Expected: Background grey highlight should seen for avatar icon.

This is a regression issue, broken in 'M-55', below is bisect info:

Good Build: 55.0.2847.0
Bad Build: 55.0.2851.0

I don't believe your bisect range.  None of those CLs look likely.  My change affected WebUI, not the browser frame.

Your "expected" movie looks like the pre-MD treatment of toolbar buttons and such, with a visible button rect.  Your "actual" movie looks like the MD "provide a grey background on hover" treatment.  I can't make sense of the bug title, since the grey highlight is clearly visible in the "actual" movie.

It looks to me like this is reporting an intentional behavior change from pre-MD to MD.  So it's probably WontFix.  Besides this, it's Mac-only, and I don't work on Mac UI.

Hello rkote@, would you please attach actual and expected screenshots - the movies you attached are very small. I'm not sure what I should be looking at.
