Precache synctimeout events

Precache.Events has many SYNC_SERVICE_TIMEOUT reason for GCM task failures.
38 % of the precache GCM tasks (PRECACHE_TASK_STARTED_PERIODIC + PRECACHE_TASK_STARTED_ONEOFF) are stopped due to sync timeout.

Investigate and fix the issue.
