Steps to reproduce the problem:
1. Open a page with flash content, for example CNN news

What is the expected behavior?
The Flash content is loaded properly.

What went wrong?
The flash content is not loaded but showing a piece of message:"Couldn't load plugin" as I have in attachment.

Did this work before? N/A 

Chrome version: 54.0.2840.8  Channel: n/a
OS Version: OS X 10.9.5
Flash Version: Shockwave Flash 23.0 r0

The flash plugin is enabled in Chrome and there is no new flash crash recorded recently.
