Service worker onfetch event does not trigger on <a download> clicks

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_5) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/52.0.2743.116 Safari/537.36

Example URL:

Steps to reproduce the problem:
1. Register a service worker
2. Listen to all fetch events in the worker
3. Create a link tag with a download attribute: <a href="/some-resource" download>Download Me!</a>
4. Click the link

What is the expected behavior?
Service workers onfetch event should trigger allowing us to intercept it.

What went wrong?
onfetch event is not triggered
