VR: Omnibox: Site loading state

Implement omnibox "site loading" behavior. 

Current UX thinking is:

* Omnibox displays connection security information during loading. Eg: lock icon + "Secure" for HTTP content". 
* After N seconds, connection security information collapses to hide entirely, or to only show icon. TBD, depending on available real estate.

This is done for 2D browsing, and can be enabled for WebVR if desired.

The current implementation is a transient URL indicator showing URL, security icon and loading status bar.
