Transitions: Support automatic transition into WebVR presentation mode on page load

Issue description

Implement support for "automatically" (from user point of view) entering WebVR presentation mode on page load. Only applies when the user is in VR browsing mode; not to desktop or mobile 2D browsing.

UX should optimize for making the transition as seamless as possible.

UX has approved closing these bugs.  As tasks are scoped, these bugs can be reopened (if relevant), or recreated as needed.
