Transitions: Support automatic transition into WebVR presentation mode on page load |

Issue descriptionImplement support for "automatically" (from user point of view) entering WebVR presentation mode on page load. Only applies when the user is in VR browsing mode; not to desktop or mobile 2D browsing. UX should optimize for making the transition as seamless as possible.

A batch of legacy VR UX bugs have been scrubbed for future work, now summarized here: http://go/chrome-vr-backlog UX has approved closing these bugs. As tasks are scoped, these bugs can be reopened (if relevant), or recreated as needed.
