Scroll Anchoring doesn't work on rotten tomatoes |

Issue descriptionWhat steps will reproduce the problem? (1) Go to https://www.rottentomatoes.com/m/mechanic_resurrection/ from your android phone (2) Scroll down all the way to "Movie Info" section while the other sections aren't loaded (3) Observe that scroll anchoring doesn't help We are probably SANACLAP-ing. Note that this is not repro-ing in dev tools. Should investigate further to see what's going on.

I see that the SANACLAP bit is set when we don't restore, so the jumps are expected. There's way too many things going on in the page and I can't get to the bottom of exactly which layout change is causing the SANACLAP bit to be set. Because SANACLAP is working as intended, probably a won't fix.
