unable to enable adobe reader

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/52.0.2743.116 Safari/537.36

Steps to reproduce the problem:
1. I have been sent a document that requires to be opened in adobe reader
2. However adobe reader needs to be enabled 
3. But chrome plugin does not offer the option to enable adobe reader

What is the expected behavior?

What went wrong?
Unable to enable adobe reader because chrome does not allow the option in the plugin

Did this work before? N/A 

Chrome version: 52.0.2743.116  Channel: n/a
OS Version: 10.0
Flash Version: Shockwave Flash 22.0 r0

I am upset by this problem as it has caused a major inconvenience because it is for a important event
 
If Chrome's built-in PDF reader doesn't work for your scenario, you should be able to download the .PDF file to your Downloads folder, then open it using Adobe Reader directly.

The old Adobe Reader plugin is no longer available for Chrome itself. Please see https://helpx.adobe.com/acrobat/kb/change-in-support-for-acrobat-and-reader-plug-ins-in-modern-web-.html

I believe this is working as intended. If I've misunderstood the issue, please provide step-by-step instructions (and ideally a screenshot), showing the problem.
