Prepaint doesn't work on zillow.com

Issue description

Google Chrome	53.0.2785.89 (Official Build) (64-bit)
Revision	a905cffb2d18baa410d0a19cc9d3941349f2d4b6-refs/branch-heads/2785@{#796}

Reproduces on both OS X with mobile emulation and Clank.

What steps will reproduce the problem?
(1) Load zillow.com, if you're on desktop you need enable mobile emulation, clear cookies, and then reload.
(2) Tap the search box and type "San Francisco" and hit search.
(3) Tap the first search result: a large photo of a house.
(4) Tap the photo at the top of the listing.
(5) Scroll through some photos by swiping sideways.
(6) Hit the back button.
(7) You should be looking at the search listing again.
(8) Scroll the search results below the search inputs, *only* the results should scroll, not the entire page.

What is the expected output?

Should not blink white on every frame.

What do you see instead?

Constantly blinks white, both top and bottom. Even scrolling one pixel causes a raster of that single row of pixels.

I can't reproduce on Nexus5x, although it's not helping that the site seems to have stopped responding. I couldn't even get it to test on linux emulation.

Meanwhile, what do you mean by "*only* the results should scroll, not the entire page". When I looked at it the filter section scrolled off the top but the menu bar between that and the listings became sticky at the top of screen, with the content scrolling underneath. That looked fine to me.

Watch the video, the large white search area at the top should not move, only the two photo cards should move. It should look exactly like the two screenshots and the video.

I still can't repro on Mac with DevTools emulation, or on device, and I'm not seeing the video behavior. I'm sure I followed the instructions.

Let's see what the test team can do with it.

I was unable to reproduce the issue on Mac OS 10.11.6 on the reported version: 53.0.2785.89. Attached is the screen-cast of the behavior attached.

Somehow I was stuck at step 8 of repro steps and was unable to scroll through the search results page.

esprehn@: Could you please review the attached screen-cast and confirm if anything being missed here.

Removing the Needs-Testconfirmation label as we are unable to reproduce the issue as updated in C#5.

Please add the label back if there are any more steps to be followed for replicating the issue.

I can't reproduce this now, it gets stuck not allowing scrolling which I think is an ancient bug with YUI. I'll WontFix this and file again if I see it show up.
