mash dbus: Update engine support (UpdateEngineClient)

update_engine provides a D-Bus API used by chrome browser. go/dbus-in-mustash

Handles Chrome OS system updates.

Used in chrome (login and settings webui, enterprise policy)
Used indirectly in ash to show update icon in system tray

Plan: Fix to support D-Bus communication with multiple clients.
