Allow dragging window title bar to dock or unmaximize windows

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 8530.77.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.87 Safari/537.36

Steps to reproduce the problem:
1. Click and drag window title bar down from the top of the screen.
2. Let go of mouse or drag to left or right side.

What is the expected behavior?
Unmaximizes or docks window depending on which of the step 2 items are done.

What went wrong?
Nothing happened.

Did this work before? No 

Chrome version: 53.0.2785.87  Channel: beta
OS Version: 8530.77.0
Flash Version: Shockwave Flash 22.0 r0

This is mainly a FR for allowing dragging of window bars to affect window behavior similar to individual chrome tabs. Currently, dragging Chrome tabs allows you to bring them out of specific windows and dock them if desired. This feature would enable groups of tabs or apps to be managed the same way.
