[Feature Request] Move Administratively Assigned Apps to front of Apps Launcher

Issue descriptionUserAgent: Mozilla/5.0 (X11; CrOS x86_64 8530.77.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.87 Safari/537.36 Platform: 8530.77.0 (Official Build) beta-channel samus Steps to reproduce the problem: 1. Force Install Applications on User's Profile 2. Check the User's Apps Menu What is the expected behavior? Administratively Assigned Apps should be by default at the front of the list in the Apps Launcher. What went wrong? Administratively assigned Apps show up in the order in which they were installed. Did this work before? N/A Chrome version: 53.0.2785.87 Channel: beta OS Version: 8530.77.0 Flash Version: Shockwave Flash 22.0 r0 School Admins are wanting to control the (default) order in which Apps appear on Managed User Profiles. This would bring installed apps to the attention of the end user. Grouping these apps in a folder is not a preferred method.

One thing worth considering is pinning apps to the shelf so that they are shown prominently to the user.

Pinned Apps are already being utilized. The problem is that there is only so much room on the shelf, especially when oriented along one of the sides.

Confirmed that when Admin pins an App, Chrome OS places it at the right end of the shelf (as expected), but does not move to the front of the list in the launcher window (as requested). This feature request might be satisfied by implementing 626552, "Pin force installed applications in specific order", if it were made to control both the Shelf and Launcher. Please prioritize and assign.
