mash dbus: Move ConsoleServiceProvider into mus window server

Issue description

This is a D-Bus service provided by Chrome.

Per dbehr: I think the servicing Take/Release DisplayOwnership calls will best fit in the process that does page flipping. Per rjkroege, the mus window server gpu process does the flipping.

Plan: Mus window server (some combination of mus-ws and mus-gpu) will provide this service.
